Pequenos negócios dominam 93,4% do universo das empresas de Mato Grosso do Sul – Agência de Noticias do Governo de Mato Grosso do Sul
O volume de empresas em Mato Grosso do Sul avançou 4,1% com 305.654 estabelecimentos em março. Deste montante 285.511 são pequenos negócios, o que equivale a 93,4%. Os dados são do Mapa de Empresas, divulgado pelo Ministério do Empreendedorismo, da Microempresa e da Empresa de Pequeno Porte (MEMP). O levantamento que traz números de Mato Grosso do Sul foi realizado pela Coordenadoria de Competitividade Empresarial da Semadesc (Secretaria de Estado de Meio Ambiente, Desenvolvimento, Ciência, Tecnologia e Inovação). No ano passado, neste mesmo período o Estado registrava 293.522 empresas em operação.
O balanço foi apresentado na quinta-feira (02) pelo coordenador de Competitividade Augusto de Castro ao titular da Semadesc, Jaime Verruck e ao secretário executivo de desenvolvimento Econômico e Sustentabilidade Rogério Beretta, durante reunião no gabinete da secretaria.
Do universo de pequenas empresas, 168.945 (55,2%) são MEI (Microempreendedores individuais), com receita bruta até R$ 81 mil; 96.937 empresas (31,7%) são ME com receita bruta de até R$ 360 mil exceto MEI e 19.629 estabelecimentos ou 6,42% faturaram mais de R$ 360 mil, ou até R$ 4,8 milhões.
Campo Grande lidera o ranking de empresas com 124.240 firmas, ou 40,6% do total no Estado. Em seguida estão os municípios de Dourados, com 30.688 firmas, Três Lagoas com 14.677; Ponta Porã de 8.250 e Corumbá com 7.603.
Entre as atividades o destaque está no setor de comércio varejista e artigos de vestuário com 18.743 firmas; cabeleireiro, manicure e pedicure com 11.876 e obras de alvenaria com 10.055 estabelecimentos.
O titular da Semadesc, Jaime Verruck, avalia o resultado como um reflexo das políticas públicas do Governo em desburocratizar os procedimentos para constituição de empresas. “O lema do Governo Riedel é uma gestão digital e redução da burocracia. Esses dados mostram que estamos no caminho certo, garantindo mais força dos pequenos negócios no Estado e reconhecendo a importância destes empreendedores na economia estadual, gerando emprego e renda”, salientou.
Por isso, ele destaca as ações do Governo em ampliar as facilidades para os empresários e principalmente os pequenos empreendedores, em ações como a adoção da Lei de Liberdade Econômica, o Balcão Único MS Agiliza – Empresas, lançado no ano passado, que diminui os custos e o tempo para abertura de empresas de baixo risco no Estado.
Tempo de abertura
O levantamento mostrou que o tempo médio de abertura de empresas no Estado é de 12 horas, sendo 9,5 horas de viabilidade locacional (que é o deferimento pelos municípios) e 2,5 horas para registro pela Jucems. O número está abaixo da média nacional que é de mais de 20 horas.
“O levantamento mostra que a Jucems com sua modernização colocou MS como o 12ª do País. Temos evoluído e hoje temos 2,5 horas para fazer o registro. Nossa meta é baixar ainda mais este tempo na Jucems e termos de viabilidade de abertura de firmas, e inserir o Estado no top 10 do Brasil”, complementou Verruck.
Outro ponto positivo apresentado na reunião foi o posicionamento de MS como 7º no Brasil em dispensa de alvarás e licenças dos estados e Distrito Federal.
Desde 2020, o Estado aderiu a Lei da Liberdade Econômica (Lei nº 13.874/19) e implementou medidas para desburocratizar o setor, como é o caso da liberação de empresas que desenvolvem atividades consideradas de Baixo Risco (aquelas que por lei estão dispensadas de licenciamentos e alvarás de localização e funcionamento).
Segundo o ranking, no Estado 612 atividades já são dispensadas de alvarás, facilitando a vida dos empreendedores, um índice que supera a média nacional.
Entre os municípios, MS tem 15 cidades no ranking nacional com menor burocracia, com destaque para Maracaju, onde 536 atividades são consideradas de baixo risco e por isso dispensadas de alvarás na hora da sua constituição.
De acordo com Verruck, a partir de agora o desafio da coordenadoria da Semadesc, junto com a Jucems é elevar o total de municípios com adesão a Lei para atrair ainda mais empresas. “Estamos fazendo um trabalho junto aos municípios de ampliar as cidades que aderem a Lei. Mostramos as prefeituras o quanto isso melhora o desenvolvimento e atração de investimentos, Queremos ampliar os municípios no ranqueamento, por meio de ações junto ao legislativo, comunicação com prefeitos, com as câmaras municipais para mostrar a eles os ganhos com estas medidas. O custo é pequeno para esta estruturação, diante do crescimento na abertura de empresas. O MS está bem posicionado e também a atuação dos municípios e nossa meta é a cobertura da lei nos municípios, entregando aos empreendedores os benefícios que favoreçam e simplifiquem seus negócios”, concluiu.
